Meet rafi

A Lifetime of Service

Rafi Manoukian has dedicated more than two decades to serving the Glendale community with integrity, professionalism, and a commitment to responsible financial stewardship.

Elected Glendale City Treasurer in 2013 and reelected in 2017 and 2022, Rafi oversees the management of the City’s public funds. Before serving as Treasurer, Rafi represented Glendale residents on the Glendale City Council from 1999–2007 and again from 2011–2013. During his time on the Council, he served two terms as Mayor of Glendale.

Rafi brings both public service experience and professional financial expertise to the role as a Certified Public Accountant (CPA) with a Masters in Business Administration (MBA).

Rafi’s commitment to service began long before entering public office. At just 17 years old, he joined the United States Air Force, where he was promoted to Sergeant and received the Air Force Commendation Medal for service above and beyond the call of duty.

In recognition of his contributions to community and public service, Rafi was awarded the Ellis Island Medal of Honor, an award recognizing immigrants who have made outstanding contributions to the United States.

Why Experience Matters in Protecting Glendale’s Public Funds

Managing public funds requires more than technical knowledge, it requires judgment, accountability, and experience. As Glendale’s City Treasurer, Rafi Manoukian is responsible for safeguarding public funds and ensuring the City’s resources are managed responsibly for the benefit of residents.

Protecting Taxpayer Dollars

The Treasurer safeguards Glendale’s public funds by ensuring investments prioritize safety, liquidity, and responsible returns. Since taking office, Rafi has helped grow the City’s investment portfolio from approximately $375 million to more than $1 billion.

Financial Transparency

Every payment made to the City flows through the Treasurer’s Office. The department manages banking relationships, oversees daily reconciliation of funds, and ensures public dollars are properly received and accounted for.

Responsible Investment

Over the past 13 years, the Treasurer’s Office has generated more than $250 million in earnings for the City of Glendale while maintaining conservative investment practices that protect public funds.

Managing Glendale’s Banking Operations

The role of City Treasurer extends beyond managing investments. Rafi oversees a department with a staff of four professionals and a budget of more than $1 million.

Under his leadership, the Treasurer’s Office manages the City’s banking relationships, performs daily reconciliation of funds, and oversees compliance with Payment Card Industry (PCI) security standards.

The office also coordinates the annual PCI Audit required for Glendale to continue accepting credit card payments for services such as permits, business licenses, and other public transactions.
